520 _aThe Construction Confederation (CC) has successfully secured the retention of exclusive dialogue at the preferred bidder stage of PFI contracts. The final agreement is expected to be made legal within the EC by May. This ruling means that clients will not have to keep at least 3 bidders in the running until the final award with no negotiations after receipt of the bids and the bidders, both successful and unsuccessful, will not incur huge bid costs.
