Reforms cover:- current system of planning obligations and the 'necessary test', government's attitude to the proposals, and are development impact fees a viable solution in the UK? Concludes that although the current planning system, primarily enforced by Town and Country Planning Act 1990, is in need of reform, the Green Paper will fall short of addressing all its limitations.
