Case challenged the Government's rules on rents which should be paid for private sector housing benefit claimants. In case, tenants had reasonable market rents, which exceeded the LRR, and were only eligible for housing benefit up to this level. Claimants challenged fact that rent officer had taken whole of Stockport as the locality, rather than more limited area. In order to close this anomaly, recommends abolishing LRRs, making localities smaller, or introducing more flexibility into the scheme to pay above LRR levels.
