Concludes that information on the initial notice was adequate to meet requirements of the Building Regulations 1984, concerning the understanding of duty of a local authority in enforcing building regulations. Consequently the court found against the council and it was ordered to issue a formal acceptance of the Initial Notice and to correct the register. Warns councils to be warned by this judgment.
