520			_aIn this analysis of Government proposals to replace domestic rates by a community charge or poll tax, the author argues that such proposals will intensify the already acute differences in regional house prices and should be abandoned. Otherwise, the increasing differentials will increase wages and by prohibiting mobility, the national level of unfilled job vacancies. In the second part of the article, the author considers workable alternatives to both domestic rates and the proposed community charge.
