520 _aRecruitment to the construction industry is likely to be improved by a new pay deal for apprentices which will reintroduce a set of national minimum rates. Negotiations are continuing between contractors and unions amid evidence that this pay has been reduced. Unions quote figures that show in 1991 (before the minimum rates for apprentices were dropped) pay was between 47% and 83% of the adult rate. This is now down to between 30% and 65% of the adult rate.
