Outlines the basic statutory obligation of Part III which is contained in s21(2) of the Act and is imposed on 'service providers'. Part III is supplemented by the Disability Discrimination Regulations 2001 which explain the issues that affect landlords and tenants of premises where works need to be carried out to comply with s21(2). Discusses the issue of landlord's granting tenants consent to alter premises, and provides five conditions that landlords can reasonably impose. Also looks at the new Code of Practice issued by the Disability Rights Commission (DRC) in February 2002 which provides guidance on how to avoid discrimination. Concludes that landlords and tenants should take full measures to ensure they comply with their statutory duty.
