520 _aLooks at the different legislation governing air pollution and highlights the responsibilities and powers of local authorities to improve air quality. The Pollution Prevention and Control Act 1999 controls air pollution from process industries. In terms of monitoring air quality and maintaining standards, the Environment Act 1995 Part IV establishes a framework, placing a duty on local authorities to review air quality in their area. The Air Quality Regulations 2000 and the Air Quality Limit Value Regulations 2001 complement the framework. The Clean Air Act 1993 deals with emissions of dark and black smoke from chimneys, industrial and trade premises and bonfires, and gives local authorities wide powers of inspection. Finally, the Environmental Protection Act 1990 Part III brands certain emissions as statutory nuisances and gives local authorities the power to serve an abatement notice.
