520 _aFirst part of two articles looks at the legislation which has affected travellers over the last few decades and what new developments are now possible. Notes that the Caravan Sites and Control of Development Act 1960 first empowered local authorities to close commons to travellers. This was followed by the Town and Country Act 1990 which gives authorities power to apply for an injunction to remedy a breach of planning control. Some further changes have been introduced by the Human Rights Act 1998 which gives everyone the right to respect for private and family life. Comments that from now on travellers and gypsies should enjoy greater success in fending off injunctions by local authorities but notes that these authorities are no longer under any duty to provide sites for travellers.
