520 _aHighlights the housing crisis in the UK especially in the south east where the Joseph Rowntree Trust points out that the most concentrated growth in household numbers is projected to be. The House Builders Federation point out that the problem could be solved by changing the planning system and providing subsidies to housebuilders. Looks at the green paper on planning and notes that crititics claim this favours business and the housebuilder. This may mean that future decisions will be made on an undemocratic basis by unelected authorities. The Royal Institute of Town Planning argues there should be more mention made in the report of the green belt. Further, they say that there should be a more flexible approach to the question of planning and housebuilding.
