The House Builders Federation point out that the problem could be solved by changing the planning system and providing subsidies to housebuilders. This may mean that future decisions will be made on an undemocratic basis by unelected authorities. The Royal Institute of Town Planning argues there should be more mention made in the report of the green belt.
