A common theme with each approach is the emphasis on providing a strategic vision and longer term focus for the development area. Halton Council set up a joint venture company in 1998, Widnes Regeneration, with St Modwen Developments. The joint venture company is currently active on six brownfield projects and has drawn attention to regeneration issues facing Halton. Kirklees Metropolitan BC adopted a development team approach which offers a technical procedural policy and to some extent a political clearing house for new development proposals. Medway Council adopted a comprehensive approach by establishing a development plan for its main brownfield areas and a programme of compulsory purchase.
