The paper proposes a radical revision of security of tenure in residential accommodation and may be seen as a first step towards a code of housing law using a consumer approach with the tenancy agreement as the key document between tenants and landlords. Proposals include: tenants' status no longer depending on their landlords' identitity; replacing current forms of tenancy with two landlord-neutral types of agreement - types I and II; recovery of possession where the tenant has abandoned the property; measures to combat anti-social behaviour.
