With regards to planning needs, much of the north is still suffering from industrial decline and economic restructuring and government policy needs to reflect this, rather than offer a blanket solution for the whole country as in its planning green paper. Implementation of government planning guidance, legislation and environmental regulations also varies between the north and the south as a reflection of economic realities.
