A national forum is being set up to to involve a range of bodies including trade unions to offer advice on implementing the reforms. Specialist teams will be set up and from these will flow many of the other measures in the report which will open up local government contracts to local suppliers. Notes that fewer than 1 in 10 county and unitary authorities seen to have a dedicated team taking a stategic role on the procurement issues and the problem of a lack of capacity to fill the roles.
