Argues that there is a clear need for such a system that proves competence. The scheme is expanding to cover supervisors and managers but at the moment it is not mandatory. The Major Contractors Group which represents 23 of the top construction companies in the UK said it is on target to achieve its target of the registration of all operatives by the end of 2003. Some members privately dispute this arguing that there is often no attempt to check that workers hold a qualifcations card. Notes that there have been other training and development schemes that have been developed some many years before the CSCS. Some of these provide the benchmark for the likes of highway sector schemes but the CSCS does not want to duplicate any existing schemes.
