520 _aThe recent Royal Commission on environmental pollution report in March 2002 'Environmental Planning' argues that the challenges of the 21st century demand a coherent environmental planning framework which we currently do not have. It advocates reforming the present town and country planning system by moving it in a more holistic direction to also include such things as agriculture and forestry. The Commission envisages a far-sighted spatial strategy that writes the functions of land-use planning with those of pollution control, resource management and nature conservation.
