Around ten mills accounting for about one-third of major injuries in the industry. In 1996, the HSE Paper and Board Industry Advisory Committee (PABIAC) decided to sponsor research to see why safety rates varied so much between mills. The period of the research brought significant improvements in safety although some weaknesses were still noted.
