Reports that many organisations are pulling out of the sector altogether as they cannot afford to recruit decent staff on the budget provided. This includes London and Quadrant which set up its own care homes five years ago. Recommendations include a care homes modernisation grant that would give homes more money as they upgraded to meet the Care Standards Act and smaller care homes working in partnership.
