520 _aExamines the quality of housing needs surveys. These surveys are carried out by contractors for local authorities and the results help authorities plan affordable housing provision. Government guidance published in 2000 outlined a model for housing needs surveys and emphasised that surveys should be 'rigorous'. However recent evidence, including an affordable housing needs study of 17 councils in southwest of England, reveals that most surveys do not follow the guidance and are flawed. Argues that the Audit Commission's housing division should provide a formal checking mechanism for housing needs surveys to ensure that public money is not wasted and that survey results present a true picture of affordable housing needs.
