520 _aAnalyses the slump in building social housing to its lowest level since records began in 1949. The overall figure for social housing has fallen by almost a third since 1997. The planning system, especially the government's brownfield policy, is blamed by the House Builders Federation (HBF) for the shortfall. The HBF has also called on the government to provide funds to aid the remediation of contaminated land to boost the use of brownfield sites and to direct the funds to agencies such as English Partnerships.
