Provides the solution to the problem of applying for a liquor licence for the cafe part of a museum and discusses the more complex cases of "Edinburgh City Council v Scottish Ministers"(CSOH Abs66121), "Leisure Inns (UK) Ltd v Perth and Kinross District Licensing Board" ([1993] SLT 796) and "Conquest Europe Ltd v Edinburgh City Council" (2001). Concludes that proposed Scottish licensing reform needs to be matched with a review of planning legislation to meet public needs and the requirements of business. Case law.
