Provides a legal definition of contaminated land and points out that DEFRA and the Environment Agency set the rules for local authorities. Outlines the new assessment procedures including the Contaminated Land Exposure Assessment (CLEA) and the Soil Guideline Values (SGV) which replace the former ICRCL values. Suggests that ground water quality is a key concern to those developing land and highlights the main issues of leaching, rainwater infiltration and groundwater vulnerability. Sets out the stages that follow the identification of contaminated land and briefly looks at waste reduction efforts. Concludes that a more proactive approach to remediation is necessary in the light of brownfield development requirements in PPG3. Table highlighting derelict land and housing demand.
