The fit for purpose assessment impacts on a council's HIP rating which is linked to funding and on its comprehensive performance assessment (CPA) scoring. The exercise was more burdensome for smaller authorities and the 2002 submission was marred by the late issue of guidance and the short time available to produce the submission.
