520 _aThe recent publication of Scottish Planning Policy 3 (SPP3) signals the need to adjust the rules restricting new housing in rural Scotland to stimulate economic and social regeneration following major changes in agriculture. SPP3 calls for development plans to include criteria for judging any rural housing proposals not specifically provided for in the plans. This could include second homes. SPP3 also stresses the importance of good housing design, guidance on which should be clearly given in development plans.Two Planning Advice Notes 38 on housing land and 67 on housing quality complement SPP3.
