520 _aNon-strategic land formerly owned by English Partnerships, the government's regeneration agency, will be transferred into the control of 22 new town local authorities. The quango's continued control of these assets has been cited in some cases as a barrier to regeneration. Wherever possible Treasury clawback arrangements, where it retains some proceeds from land sold or developed by new town authorities, would be scrapped. The transfer of land should take place in line with local development plans.
