CB Hillier Parker's "Central London office report" for the first quarter 2003 shows the central London leasing market to be in its worst state since the early 1990s recession. King Sturge figures for the same period show the lowest first quarter figures on record and the sixth consecutive quarter below the 10 year average. Meanwhile, according to JLL, the top 10 City and Docklands landlords and occupiers control the majority of available space in London but are having difficulty disposing of excess space.
