520 _aThe latest "RICS housing survey England and Wales" for three months to March 2003 shows a weakening market with average house prices falling for the second month running as available stocks of properties rise. Price falls and a slower market are concentrated mostly in the southern regions with stronger conditions in northern areas and Wales where prices are still rising, albeit at a reduced rate. New buyer enquiries fell but new instructions to sell showed some increase. Although the number of homes for sale rose in March hoping for an early sale at a high price, sales slowed as many buyers waited to see if prices fell further. Surveyor confidence is negative for the next three-month period.
