520 _aThe economic downturn in 2002 saw an 8% drop in capital spending and business investment as a proportion of gross operating surplus fell to 44.4% in 2002 compared with a peak of 53.3% in 1998. GDP growth which has risen by 2.2% this year is expected to rise by 1.25% in the second half of this year and by 3-3.5% in 2004 and 2005. This forecast is criticised by many as too optimistic with independent economists going for growth of 2.0% in 2003 and 2.4% in 2004.
