520 _aExamines the objective of the EU procurement legislation, Directive 71/305/EEC concerning the coordination of procedures for the award of public works contracts, which was to increase the transparency of the process by which such contracts are awarded. This will give tenderers from one member state a fair chance of winning a contract in another. The legislation however does not address problems which arise over changes to a project or tender whilst the tender process is ongoing. Looks at the current position, and the need for a change in legislation to address this deficit.
