520			_aSix years after the initial proposal the, terms of an EU energy taxation directive have finally been agreed. The directive will come into force on 1 January 2004 and will expand the minimum rate system to include products such as coal, gas and electricity, as well as updating the minimum rates for minerals oils. However, the European Environmental Bureau warns the directive is so watered down it will have little impact on energy prices and consumption.
