Questions whether the various plans are 'material considerations' and considers how they relate to determining planning applications. Provides explanations of community plan and local plan preparation procedures using the example of Renfrewshire, highlighting in particular the high level of public consultation. Concludes that confusion still exists about the relationship between development plans and other plans.
