520 _aPresents findings from the author's study of the evolution of the right to buy, research which has played a major role in the formation of government policy. Analyses the results of a survey of right to buy applicants in five case study areas showing changes in the profile of the stereotypical right to buy purchaser. The latter is now younger and more diverse than buyers in the 1990s or earlier and has lived in his\her home for only six to 10 years before purchase. Concludes that many families now exercising their right to buy are not necessarily served by the standard mortgages available or have the finances to purchase their home.
