520 _aGovernment plans to prevent landlords using the Human Rights Act to challenge the compulsory leasing of empty property by local authorities. As part of Empty Homes Week (19-23 May 2003) government is launching a consultation on the issue; the proposal is to give councils the power to take over empty private homes, refurbish them and lease them to homeless or key workers before returning them to their owners. The consultation can be viewed on the ODPM website at http://www.housing.odpm.gov.uk/information/consult/emptyhomes/index.htm http://www.odpm.gov.uk/pns/DisplayPN.cgi?pn_id=2003_0089
