520 _aExamines the content and scope of the Convention on Access to Information, Public Participation in Decision Making and Access to Justice in Environment Matters, commonly known as the Aarhus Convention. The convention came into force in November 2001 and the EC and UK are signatories although have yet to ratify it. The convention is significant in several ways; it extends the so-called three pillars of environmental information, public participation and justice to greater Europe, it extends and clarifies the protection under the three pillars within the UK and EC and it will affect EC and UK legislation on access to environmental information and environmental assessment. Article explores the functions and forms of public participation, the structure and content of the convention, the convention's approach to costs which challenges the current UK approach, the provisions for public participation and legislative implications.
