The plan sets borough-by-borough affordable housing targets ranging from 35% to 50% and a London-wide minimum of 23 000 new homes to be built each year with at least 50% of them within reach of those with incomes between £15 000 and £30 000. Table gives council-by-council proposed plans for meeting the target.
