The full evaluation is the only place in which the pros and cons of a TDS solution are fully discussed and it concludes that a mandatory TDS regulating the entire sector would be something as yet unknown in the sector, therefore advises delay in legislative enactment to allow the full testing of the pilot over a two-year period. Summarises the views of Shelter and the Independent Housing Ombudsman in favour of a single mandatory TDS and adjudication body as well as the National Federation of Residential Landlords (NFRL).
