Discusses the role and relevance of government regulation in respect of housing quality and specifically of the housing needs of disabled people. Assesses the impact and implications of Part M of the Building Regulations, referring to a postal survey of and interview data from house builders. Concludes that housing policy must address simultaneously house builders' concerns about Part M and the as yet unmet needs of disabled people for good quality, accessible housing.
