520 _aReports critically on the private rented sector repairing proposals contained in the Scottish Housing Improvement Task Force's (HITF) final report on "Stewardship and responsibility" which seeks ways to improve the quality and condition of private sector housing in Scotland. HITF believes that the incidence of disrepair is a market failure caused by insufficient incentives to carry out repairs and improvements on properties in the worst condition. Discusses the proposed highly penal framework through which landlords' failure to carry out necessary repairs will be decided by a new private rented housing tribunal based on the current rent assessment committee system. Lists the key elements of the proposed modernising statutory repairing standard obligation of private landlords.
