520 _aA recent planning appeal at Hastings puts a damper on the hopes of education authorities around the country to obtain contributions towards social provisions from residential developers. The county council, as education authority sought the refusal of planning permission in the absence of a financial contribution towards the primary school . The appeal was dismissed on the grounds that the county`s approach was unfair since no contribution was being required in respect of other residential developments whose population would benefit from the school.
