_v11(8) April 2003, 513-529(9)
520 _aAn Outgoers' Scheme offered UK sugar beet growers their first opportunity to permanently transfer sugar beet contract tonnage (commonly known as sugar beet quota) between farmers independently from the sale of land. Appraises the success of the scheme. Illustrates the link between the profitability of sugar beet and the value of contract tonnage by using two techniques (the payback and the discounted net cash flow). Accurate valuations require knowledge of marginal revenue and marginal cost and a view of the future profitability of the crop. The Outgoers' Scheme was introduced as a one off scheme, but the article concludes that there does not seem to be any good reason why it should not be repeated and could become a regular event.
