Explains current retail planning policy in Scotland that favours town centre retail development over out-of-town development. Focuses on three initiatives concerned with NPPG8; the Scottish Executive's annual retail monitoring surveys, the January 2003 Cities Review and new research into the effectiveness of NPPG8, looking at a number of issues such as the sequential approach, the definition of edge of centre and how far NPPG8 should apply to non-retail uses. The research should be finished by autumn 2003 and the findings will be used by the Scottish Executive to decide whether to revise NPPG8.
