Market intelligence provider Key Note suggest that the burden of planning application processes inhibit expansion by private house builders. "Housebuilding market report" forecasts house building starts will increase overall by 5.3% between 2003 and 2007 - an annual increase of 1.3% However, housing completions will increase by 1.2% over the same period - an annual rise of just 0.3%.
