520 _aEngineers will be given more freedom to use their own judgment to consider the needs of pedestrians and traffic under new government plans for street designs. If these plans were adopted they would provide engineers with the legal protection to attempt innvovative street layouts. The Office of the Deputy Prime(ODPM) Minister has suggested that the current design guide DB-32 be replaced with a 'Manual for Streets' covering all aspects of design and all functions of a street.
