| 520 | _aThe new General Disposal Consent 2003, which came into effect with the publication of ODPM Circular 06/2003, will give local authorities greater freedom to exercise discretion in the disposal of their land. In certain circumstances local authorities will be able to sell off land for less than its market value without having to obtain the Secretary of State's permission.
