520 _aExamines the possible changes that a new Planning Bill could make to the current planning system in Scotland. It is agreed that the current system is too complicated and needs to be simplified and yet still support sustainable development, biodiversity and social justice. The system also needs to improve architectural design, delivery of public infrastructure and affordable housing and protect the environment as well as act as a land use planning system. There is little expectation that any new reforms will make the system any simpler.
