The Government has been asked to reopen the Coal Review in an attempt to increase the 70% reductions of sulphur emissions already offered by Britain. In addition an EC consultative paper "Civil Liability for Environmental Damage" contains proposals that claims should be based on a "no-fault" or strict liability basis.
