520 _aThe European Community looks set to tighten pollution controls in Britain at two levels. The Government has been asked to reopen the Coal Review in an attempt to increase the 70% reductions of sulphur emissions already offered by Britain. In addition an EC consultative paper "Civil Liability for Environmental Damage" contains proposals that claims should be based on a "no-fault" or strict liability basis.
