Nor have the reforms held to the policy's stated aims of fairness, redressing colonial injustice and black empowerment, as the 'one man, one farm' ideal has been ignored with many of Mugabe's supporters having done well out of phase two of the land reform. Concludes that the outlook for the country's agricultural sector is bleak as production levels plummet.
