520 _aIn its submission to the Barker review of housing supply, RICS has singled out the massive shortfall in social and affordable housing as the root cause of the crisis in the UK housing market. While private housing building levels have been well maintained over the last few decades, provision of social housing is now only 20% of what it was 20 years ago. The UK lags far behind the rest of Europe and currently has an average 10% or 2.5 m fewer homes than Germany, Italy and France, taking account of population size.
