The definitions do not match the categories of use contained in the UCO. Concludes that a review of the UCO would provide an ideal opportunity to consider whether care uses should be reclassified into legally or operationally recognisable categories or whether they should be separated out from C2 altogether. Argues that the CSA's focus on use by reference to user-need is not the correct approach for planning purposes and that more building-user descriptions are required.
