520 _aExamines the need to revise Class C2 of the Town and Country Planning (Use Classes) Order 1987 (UCO) in the light of the definitions adopted in the Care Standards Act 2000 (CSA) that came into force on 1 April 2002. The definitions do not match the categories of use contained in the UCO. Concludes that a review of the UCO would provide an ideal opportunity to consider whether care uses should be reclassified into legally or operationally recognisable categories or whether they should be separated out from C2 altogether. Argues that the CSA's focus on use by reference to user-need is not the correct approach for planning purposes and that more building-user descriptions are required.
