Runs through the principal measures adopted: the introduction of a national debt arrangement scheme; the replacement of the diligence of poinding and warrant sale by a diligence of attachment; the mandatory provision of information and advice to debtors facing enforcement actions against them; new protection for debtors in respect of creditors use of attachment against them; making the exceptional attachment order only available in exceptional circumstances; and a distinction to be drawn between debtors who cannot and debtors who will not pay. Concludes that the Act improves the protections that were provided by the Debtors (Scotland) Act 1987.
